Under Section 21f of the State School Aid Act, every virtual course listed in Michigan’s Online Course Catalog must have a Teacher of Record (TOR). This ensures that students are supported by a certified educator and that districts can stay compliant with state reporting requirements.

What is a Teacher of Record (TOR)?

A Teacher of Record is the certified Michigan teacher assigned to a student’s virtual course. This teacher is responsible for instruction, grading, and reporting.

TOR Requirements

When assigning a TOR, providers must ensure that the teacher meets all of the following:

  1. Valid Michigan Teaching Certificate
    • Must hold a Michigan teaching certificate, permit, or authorization.
    • Must have the proper endorsement for the subject area and grade level.
  2. Active Instructor Role
    • The TOR must be the actual course instructor, not just an overseer or program supervisor.
    • They are responsible for:
      • Delivering instruction
      • Diagnosing student learning needs
      • Assessing student work and assigning grades
      • Reporting outcomes to districts
  3. Personnel Identification Code (PIC)
    • The TOR must have a PIC (Personnel Identification Code) issued by CEPI.
    • The course provider must give this PIC to each student’s district so the district can report it in their annual REP submission.

Common Misunderstandings

  • Not allowed: Using a program director or co-teacher who does not teach the course.
  • Not allowed: Using university faculty or graduate instructors without Michigan teaching certification.
  • Allowed: Only certified Michigan teachers endorsed in the course subject/grade level.

The PIC is required for compliance. Without the TOR’s PIC:

  • The course cannot meet Section 21f requirements.
  • The district cannot properly report the TOR to the state.
